Bug: Cant place foundation under floor, deployed on half wall#36577

Cant place foundation under floor, deployed on half wall (“Not enough space”). Old hated bug. Hope fix.
After raid, once repair way - make box (place more lower foundation and walls), but sometimes no way to repair by groud height reason, so base rip.
