Turn Bone Fragments into Bone Meal for Fertilizer#16668

Otherwise this stuff just collects, it would be nice to have a sink for this resource past the early stages of the game.

Rather than making a new item it should just convert into ferlizer in a composter to make it a lttle simplier.

It is true that bones do not have real use (I think only nakeds uses bone tools and bone armor, maybe PVEers). But if bones makes fertitizer (with index like 0.08), bones would have real use in game.

This should be an obvious thing.
