Add Scientist patrol boats sooner than later#17298

The removal of spawned boats has mixed feelings. Solos are having tough time from what im reading. Also buying a boat each time you want to do cargo is going to be a pain. Adding the patrols will give players the chance to yoink a boat without the purchase. Earn it instead of buy it.

Yes! Please! This update really feels like it wasn’t thought through completely. I ended up readding them spawning on my server.

Scientists could even take the boat to shore to “depot” or whatever sciencemans do with the time they have. The boat would’t have just randomly spawned and there is a chance they will catch you stealing it
