Weather effects#26132

Besides that people have been complaining about it for over a year now, i’d like to adress it once again, that it is time to nerf the weather effects, the rain and the fog are just occuring far too often and sometimes seem to last forever, not to mention how much it tanks your fps, rust is already hard to play and having rain that screws with the sound and fog that just makes everything hard to see doesn’t really help.

& give server owners the convars to diasable the weather completely.
its a huge performance hog.
