Minicopter-Related Monument / De-activatable Sam Site#28241

Make a monument where you have to use a red card to access the roof which spawns a minicopter on a heli-pad.
This roof should not be boostable, and have an active sam-site that can be de-activated using a switch for a short period of time so the player can fly away with the freshly spawned minicopter.

Similar to the snowmobile spawning system, but more high tier and is protected by a sam-site to prevent free minicopters.

Perhaps launch site after they introduce scientist on them.
