New monument: Racetrack#31454

Simple and fun, a monument (green card) with some buildings containing loot (as in the areas in red circled in red) and a racing track, could be kart race track or maybe a little bigger, with a wire fence around it, with an entrance, big enough to the game cars go through. Races can be played or simply drive around the track.
