Reduce burst switch cooldown#32281

Switching between multiple shooting modes is very clunky, you have to wait before you can switch, it’s not dynamic and very annoying to use. It would be better if you could switch between them much faster

It should be possible to change fire mode after last shot has been fired, but cooldown should be at least as long as the longest of cooldowns from the selected fire modes, so it couldn’t be used to increase fire rate.
