Blueprint/Plans for base design#37943

Allow players to store up to 3 build designs/templates that they have generated elsewhere. These would persist across servers & be tied to the user. Templates can show in a ghosted state then player can select a tile with a building plan & choose to add it if they have the required building materials.
Eliminates the feel bad moment of finding out your base won’t fit on uneven terrain of edge cases related to building.
