Why is the red flare automatically thrown with the fire button, when it could be used as a temporary, hand-held torch?

Instead of throwing the red flare outright, holding the fire button down once pressed would fire up the red flare but actually keep it in the player’s hand just like the basic torch, with it of course being a much more temporary solution (some tens of seconds in comparison to the burn time of the “birth-torch”).
